It will use insights from those evaluations to inform the reconfiguration of marketing and engagement strategies associated with programmes scheduled for roll-out during 2017, demonstrating methods for monitoring and assessing the extent to which these different Programmes and changed strategies improve adoption and alter behaviours.<\/p>\n<p>&nbsp;<\/p>\n<h5><strong>Project Statements<\/strong><\/h5>\n<p><strong>Problem<\/strong><\/p>\n<p>Adoption of best practice land management (BMP) strategies to improve WQ has been low in some regions and previous programmes may have encouraged BMP only amongst those who were already pre-disposed<span style=\"color: #ff0000;\"><strong><sup>1<\/sup><\/strong><\/span>. This project seeks to encourage BMP uptake amongst land managers who have not previously engaged.<\/p>\n<p>BMP reef-related programmes often assume that land managers are motivated by profit \u2013 offering financial (dis)incentives or seeking to \u2018prove\u2019 that BMP will raise profits. Finances are not the sole driver of on-farm conservation activities<span style=\"color: #ff0000;\"><strong><sup>2<\/sup><\/strong><\/span>: socio-cultural and environmental values are crucially important to land managers<span style=\"color: #ff0000;\"><strong><sup>3<\/sup><\/strong><\/span> and residents<span style=\"color: #ff0000;\"><strong><sup>4<\/sup><\/strong><\/span>. Even those who focus on money may not focus on profit; they may instead wish to minimise cost, risk<span style=\"color: #ff0000;\"><strong><sup>5<\/sup><\/strong><\/span> and\/or maintain flexibility<span style=\"color: #ff0000;\"><strong><sup>6<\/sup><\/strong><\/span>. This may explain why financial payments for on-farm conservation initiatives do not always generate \u2018additionality\u2019<span style=\"color: #ff0000;\"><strong><sup>7<\/sup><\/strong><\/span>, and suggests that the incentives used to encourage BMP are unlikely to appeal to all land managers<span style=\"color: #ff0000;\"><strong><sup>8<\/sup><\/strong><\/span>.<\/p>\n<p>Importantly, encouraging behaviour change is not simply about getting incentives \u2018right\u2019. A vast body of literature focuses on behaviour<span style=\"color: #ff0000;\"><strong><sup>9<\/sup><\/strong><\/span>, the \u2018power of persuasion\u2019<span style=\"color: #ff0000;\"><strong><sup>10<\/sup><\/strong><\/span> and the social acceptance of new knowledge<span style=\"color: #ff0000;\"><strong><sup>11<\/sup><\/strong><\/span> establishing that to change behaviour one must win a \u2018battle of ideas\u2019<span style=\"color: #ff0000;\"><strong><sup>12<\/sup><\/strong><\/span>. Programmes have an implicit or explicit persuasive message embedded within. Messages can be \u2018framed\u2019 positively or negatively and communicated to target audiences through different mediums (e.g. pamphlets, extension officers). No single mode of framing or communication works in all situations<span style=\"color: #ff0000;\"><strong><sup>13<\/sup><\/strong><\/span> due to a host of interacting factors, including: the intrinsic and extrinsic motivators\/incentives<span style=\"color: #ff0000;\"><strong><sup>14<\/sup><\/strong><\/span>, value orientations<span style=\"color: #ff0000;\"><strong><sup>15<\/sup><\/strong><\/span>, descriptive and injunctive social norms, social networks and preferred communication channels of targeted groups<span style=\"color: #ff0000;\"><strong><sup>16<\/sup><\/strong><\/span>; perceptions of intervening barriers\/enablers<span style=\"color: #ff0000;\"><strong><sup>17<\/sup><\/strong><\/span>; whether new or existing behaviours are targeted<span style=\"color: #ff0000;\"><strong><sup>18<\/sup><\/strong><\/span>; whether personal freedoms are perceived to be threatened<span style=\"color: #ff0000;\"><strong><sup>19<\/sup><\/strong><\/span> and those involved are \u2018trusted; and the functional literacy of targets<span style=\"color: #ff0000;\"><strong><sup>20<\/sup><\/strong><\/span>. Different factors may drive the behaviour of different population segments<span style=\"color: #ff0000;\"><strong><sup>21<\/sup><\/strong><\/span> and in different social contexts, hence the need to develop context-specific intervention strategies<span style=\"color: #ff0000;\"><strong><sup>22<\/sup><\/strong><\/span>.<\/p>\n<p><strong>How Research Addresses Problem<\/strong><\/p>\n<p>Consistent with a plea to determine \u201cwhat works, for whom, in what circumstances and for how long\u2019<span style=\"color: #ff0000;\"><strong><sup>23<\/sup><\/strong><\/span>, this project uses insights from the science of social marketing and behaviour change to implement (and test the efficacy of) changes to the marketing and engagement strategy associated with programmes designed to be rolled out under the Reef 2050 Plan. It aims to change key behaviours, particularly amongst those who have not previously engaged, to improve WQ.<\/p>\n<p><strong>Alignment with NESP Research Priorities<\/strong><\/p>\n<p>1. Reducing water quality impacts: Identify and prioritize practical management actions capable of protecting and improving water quality in the Great Barrier Reef Region.<\/p>\n<p>(e) New methods for encouraging behavior\/practice change\/improving compliance with BMP.<\/p>\n<p>(f) Compare the ability of different social and\/or economic levers to encourage practice change in different contexts.<\/p>\n<p><span style=\"color: #ff0000;\"><strong><sup>1<\/sup><\/strong><\/span><em>Manifested with low uptake of programmes (e.g. when the Wet Tropics Reverse Tender was announced, organisers initially received requests for more information from more than 200 land managers; just 19 eligible applications were submitted; 14 of which were contracted) or with good uptake \u2013 as for Reef Programme and Reef Rescue \u2013 but low delivery with respect to water quality targets. <\/em><span style=\"color: #ff0000;\"><strong><sup>2<\/sup><\/strong><\/span><em>Knowler and Bradshaw, 2007;
